Who could you refer a client who had normal hearing thresholds and a primary complaint of tinnitus?

Referral here is to Doctor as the primary care provider and then on to Audiology/ENT in the local hospital. Direct referral to ENT in the case of sudden hearing loss change or sudden incidence of Tinnitus, especially monaural.
